To become an admin on any server, including Cheers, you need to be a good player, not as in skill, but as in attitude, you need to get to know the players and the other admins.
Cheers has a pretty big list or players wanting to become admins at the moment and currently no new admins are being added, sorry.
As for how to login to Cheers, you can either use your @forums global ID which is your username when you register at the official forums
http://forums3.armagetronad.net, or you can join
http://aagid.net and use your @aagid global ID.
When on the server using your chat key type /login press enter and you will be prompted for your global ID and password, or you can press esc and choose the authentication option, press enter where again you will be prompted for your global ID.
The other option is to go into your player settings and set up your global ID there, that way you don't have to keep filling out your username everytime you login.
