Here is a graphical and written guide to explain what a "SlingShot" is and how to implement a "SlingShot".This is only a guide and the best way to learn anything is to practice, be it on a local server or in an online game.
This technique is very easy to do with practice, and is based on the acceleration received by your bike when you drive close to tails.
Basically the movement consists in the creation of an acceleration tunnel and getting out of it at high speed, this happens because having two near tails, one at each side, will give you double acceleration.
The steps for the slingshot movement are:

Here you are driving with your bike in the grid, and you see that you are going too slow and you don't have any near tails to accelerate against so what you can do? A Slingshot.

You turn around returning in the same direction in which you were going, you try to leave enough space between the new tail that you are creating and the one you already had as result of haveing gone to the other side.

You turn around again going inside the space in between of both tails, the closer you turn toward the opposite tail the better, but the movement will be harder to do


Just before crashing against the tail, you turn around again trying to grind the tail. Doing this you will get out from in between of both tails with a brutal acceleration (this is what is called an acceleration tunnel)


There is nothing more to do, the slingshot is done and when you reach the exit of the tunnel you will have a nice speed. Of course the longer and/or faster the tunnel is, the best speed you will have at the end of it, but be careful not to close too much or it will be almost impossible to get out of tunnel and you will finish crashing.

OBSERVATIONS
Sometimes doing this movement, the bike went through the inner tail of the tunnel due to the same bug of the 180 as if you close too much the tunnel you will be doing a 180. So be careful to pay attention on what side of tunnel you finish on as you can finish crashing for finishing again inside after passing through the tail.
